Cilex welcomes Martin A. Roy as new CEO

Gatineau, February 27th, 2020 – Antoine Normand, chairman of Cilex’s board of directors, is pleased to announce the appointment of Martin A. Roy as the new chief executive officer. On March 2nd, he will take over from Alan Bernardi, who has been at the head of the organization since 2014.


“I would like to thank Alan Bernardi for all his years of loyal service to the LTRC and then Cilex. He greatly contributed to the creation of a culture of innovation in the region. I am happy to see Martin A. Roy coming in. He will be able to lead Cilex to take on a catalyst role throughout the Outaouais region, in collaboration with our partners in higher education,” states Antoine Normand.

Mr. Roy has extensive experience in economic development, corporate financial analysis, work planning and employee supervision. He brings to the table an excellent grasp of government programs.


The expertise acquired by Mr. Roy during his ten years with the Ministère de l’Économie et de l’Innovation, at the Central Office in Quebec City and at the Direction régionale de l’Outaouais, is an important asset in understanding the issues facing businesses.


In addition, the experience he has gained working with the entrepreneurial and innovative community of the Outaouais region will enable him to fully assume his new duties. Mr. Roy intends to carry on Cilex’s mission, which is to help propel start-ups, businesses and institutions in the realization of their technological innovations by offering them a service framework which includes incubation, acceleration, and research and development. Moreover, Cilex is dedicated to the promotion and development of a culture of innovation throughout the entire Outaouais territory.


The transition of the current president and CEO, Alan Bernardi, will be made gradually toward In-Sec-M, the Canadian cluster of the cybersecurity industry, so that he can continue providing support and expertise to Cilex and Outaouais companies.
